For applications that are not processed through e-Sanad, the original certificate or acceptable true copy must be submitted through one of the service providers authorised by the Ministry of External Affairs. Applicants cannot submit these documents directly at an MEA counter.
When an Apostille is not accepted for the intended use, the India-issued degree may require embassy or consulate attestation after MEA attestation. Some countries also require final attestation from their Ministry of Foreign Affairs after the degree arrives in that country.

Anna University’s GVerify portal allows students to apply for genuineness verification of degree certificates and provisional certificates. Students who require HRD attestation for visa, overseas employment or foreign higher education purposes must select the HRD Attestation option and continue through the e-Sanad portal.

An India-issued degree must first complete the required university or state authentication and MEA attestation. The UAE digital service then combines two attestations in one application: UAE Embassy New Delhi attestation and UAE Ministry of Foreign Affairs attestation.
The UAE digital service requires the physical document. After the online application and payment, a UAE MoFA-approved courier collects the document and returns it after processing. The applicant receives the completed digital attestation by email.
The UAE Embassy states that most applications meeting all requirements are processed within two to three business days. Courier collection and delivery require additional time. Laminated documents are not accepted for this UAE digital attestation service.
The Apostille Convention entered into force for Saudi Arabia on 7 December 2022. An eligible India-issued public degree can therefore complete the required educational authentication followed by an MEA Apostille instead of automatically following the former Saudi Embassy legalisation process.
