The correct document depends on who is asking for it and why. Police Clearance Certificate in India: How States Handle PCC, Character Certificates and Police Verification Differently

The term Police Clearance Certificate (PCC) does not mean the same thing across India. Depending on why you need the document, you may have to apply through the Ministry of External Affairs via Passport Seva or through your state police department. For example, someone applying for Canadian permanent residence requires the official PCC issued through Passport Seva, while an applicant seeking a local job in Uttar Pradesh may need a Character Certificate issued by the state police. In Kerala, domestic police clearances are issued under a completely different name.

This difference exists because India operates two separate police clearance systems. The Ministry of External Affairs issues Police Clearance Certificates through Passport Seva for immigration and overseas purposes, while individual state police departments provide their own verification services for domestic employment, education, tenancy, and other local requirements. Since each system serves a different purpose, the issuing authority, application process, and acceptance criteria are also different.

Choosing the wrong certificate can lead to delays or even rejection of your application. For example, Immigration, Refugees and Citizenship Canada (IRCC) clearly states that Character Certificates issued by state police are not accepted as proof of police clearance from India. Passport Seva PCC vs State Police Certificates: What’s the Difference?

India has two official police clearance systems, and the right one depends on why you need the certificate. Whether you’re applying for immigration, overseas employment, a local job, or tenant verification, choosing the correct issuing authority is essential..

PCC Through Passport Seva (Central Government)

If you need a Police Clearance Certificate (PCC) for immigration, overseas employment, permanent residency, or a long-term visa, you must apply through Passport Seva, operated by the Ministry of External Affairs (MEA).

According to the MEA, a PCC is issued only to Indian passport holders applying for residential status, employment, immigration, or long-term visas abroad. It is not issued for tourist visa applications.

The PCC is issued by the Passport Seva Kendra (PSK) or the Regional Passport Office (RPO) after successful police verification. While your local police station conducts the background verification, it does not issue the certificate itself.

A valid Indian passport is mandatory to apply for a PCC through Passport Seva.

If you are an NRI living abroad, you can apply through the Indian Embassy, High Commission, or Consulate in your country of residence. Your application is forwarded to the relevant Passport Issuing Authority in India, and the PCC is issued after police verification is completed.

Foreign nationals residing in India who require a police clearance certificate must apply through the Foreigners Regional Registration Office (FRRO) or the District Police, depending on their eligibility and purpose.

State Police Certificates (State Government)

State and Union Territory police departments also provide their own police verification services through dedicated citizen portals. These certificates are primarily intended for domestic purposes, such as local employment, tenant verification, domestic help verification, employee background checks, educational admissions, and other institutional requirements. The certificate name varies from one state to another. Depending on the jurisdiction, it may be issued as a Character Certificate, Police Verification Certificate, Police Clearance Certificate (PCC), or, in Kerala, a Certificate of Involvement or Non-Involvement in Offences.

A note on terminology: The term “Passport PCC” appears widely on Indian documentation websites and forums. It is not an official government term. The MEA, Passport Seva portal, and Passport Rules do not use the phrase “Passport PCC.” The official certificate is called a Police Clearance Certificate (PCC). It is applied for through Passport Seva and issued by the PSK or RPO. In this article, “PCC through Passport Seva” or “the passport route” refers to this central government PCC, to distinguish it from state police certificates.

The receiving authority determines what it will accept. Before applying, read the exact certificate name and issuing authority specified by the requesting government, employer, embassy or institution. Do not assume that any Indian police certificate will satisfy any requirement.

PCC Through Passport Seva: Process and Documents

The application is filed online at passportindia.gov.in. There is no Tatkal option for PCC. The government fee is Rs 500.

After filing the online form, the applicant books an appointment at a Passport Seva Kendra (PSK) or Post Office Passport Seva Kendra (POPSK), pays the fee online, and visits on the appointment date with original documents. If the police verification report from the applicant’s previous passport issuance is clear, the PCC can be issued the same day at the PSK. If verification has not been done (address change, passport issued without verification, applicant was a minor at passport issuance and is now adult), the PSK initiates fresh police verification. The PCC is issued after the local police submit a clear report. Processing takes roughly 7 to 30 days depending on the verification status.

Each PCC is issued for one country. If PCC is needed for multiple countries, separate applications are required. Corrections after submission are not possible; a fresh application is needed if the wrong country was entered. The PCC is dispatched by Speed Post. Validity is not fixed by MEA but receiving countries set their own rules; six months from date of issue is a common requirement.

Documents (per MEA)

MEA divides document requirements by category. The core documents across all categories are:

Original passport with self-attested copies of the first two and last two pages, including the ECR/Non-ECR page and observation page if any.

Proof of present address, if the current address differs from the passport address. An Aadhaar card with the updated address is the standard proof.

Documentary proof of purpose: employment contract, residential status application, long-term visa documentation or immigration documentation.

Marriage Certificate or Annexure J if the applicant’s marital status has changed since passport issuance.

Appointment letter printed from the Passport Seva portal.

Additional documents are required for ECR-category applicants going to ECR countries for employment. MEA’s PCC page lists the full country-specific and category-specific document requirements.

State-Wise Certificate Terminology

No two Indian states describe their police citizen services in exactly the same way. The table below shows what each state or UT calls its domestic police clearance or verification service. This is not an alternative to the PCC through Passport Seva for immigration purposes. These are state police services for domestic use.

How State Systems Differ: Four Patterns

States with dedicated PCC portals

Delhi, West Bengal, Chandigarh, Goa, Maharashtra and Telangana each have a service explicitly labelled as Police Clearance Certificate at the state level. Delhi Police operates a combined PCC and CVR portal at pcccvr.delhipolice.gov.in, covering employment, emigration, licensing, government roles and other official purposes. Chandigarh has a PCC for Abroad route and states that applicants outside India should apply through the Indian Embassy or Consulate General. West Bengal runs a dedicated PCC portal, with applicants without Aadhaar directed to apply through their local police station or police district office.

States that use Character Certificate

Uttar Pradesh, Bihar, Odisha, Rajasthan, Madhya Pradesh, Uttarakhand and Himachal Pradesh route domestic police clearance needs through a Character Certificate workflow. Odisha Police lists Character Certificate Request under its CCTNS citizen portal. Bihar’s ServiceOnline portal has an application form for Character Certificate with the Superintendent of Police as the issuing authority. UP Police offers Character Certificate alongside Tenant/PG Verification, Domestic Help Verification and Employee Verification as separate citizen services.

A Character Certificate from any of these states is not a substitute for the PCC through Passport Seva when a foreign immigration authority asks for a Police Clearance Certificate.

States using Police Verification Certificate

Tamil Nadu, Karnataka, Telangana, Assam and Andhra Pradesh structure their services around Police Verification rather than PCC or Character Certificate.

Tamil Nadu is the clearest example. The National Portal of India lists Tamil Nadu Police Verification Services with four categories: Self, Job, Tenant and Domestic Help. These are domestic verification services applied through eservices.tnpolice.gov.in. They are not immigration PCCs. For immigration or overseas employment, Tamil Nadu residents apply for a PCC through Passport Seva.

Telangana separates Police Verification Certificate (PVC) and Police Clearance Certificate (PCC) into distinct services. PVC is for private employees, government offices, PSUs and defence establishments. PCC is for individuals going abroad for study or employment. Telangana PCC information also notes that the certificate is not applicable for tourist visas.

Karnataka’s Seva Sindhu portal lists Police Verification Certificate for government employees and antecedent verification, with documents such as photograph, identity proof and address proof.

Kerala: a special case

Kerala is the only Indian state where a court ruling has explicitly separated the state police certificate from the PCC under the passport system.

The Kerala High Court held in WP(C) No. 5930/2018 that no State Government authority, including the State Police Department, is authorised to issue a Good Conduct Certificate or PCC for overseas employment. The court held that PCC issuance is a “miscellaneous service” under the Passport Rules 1980 and falls under central government jurisdiction.

Following this judgment, Kerala Police renamed its domestic clearance certificate issued under Section 59 of the Kerala Police Act 2011 as Certificate of Non-Involvement in Offences (NIO Certificate). The 2025 Kerala Police circular uses the updated wording Certificate of Involvement / Non-Involvement in Offences. The certificate is issued for job and other purposes within India. The fee is Rs 555 per the 2025 circular, applied online through THUNA (thuna.keralapolice.gov.in) or the Pol-App, or offline at the District Police Office or police station. The certificate includes a QR code and photograph and is issued within seven days of receipt of application if no complications arise.

For overseas employment, immigration, PR or foreign visa purposes, Kerala residents apply for a PCC through Passport Seva, not through the state police.

State Spotlights

Delhi Police PCC and CVR

Delhi Police operates a combined PCC and Character Verification Report (CVR) portal. The PCC covers employment, emigration, licensing, government roles and other official purposes. CVR covers background checks for individuals and organisations. Delhi Police PCC is a state police service and is distinct from the PCC through Passport Seva. Where a foreign government asks for a PCC issued under the passport system, a Delhi Police PCC alone will not satisfy the requirement.

Punjab: Saanjh PCC for Visa

Punjab’s Saanjh system lists PCC for Visa, PCC for Foreigners, Character Verification and Employee Verification as separate services. Applications go through SSP or Commissioner of Police office routes depending on jurisdiction. Punjab is one of the few states where the police service is explicitly labelled “PCC for Visa,” though applicants should verify whether the receiving authority accepts the Punjab Police PCC or requires the Passport Seva route.

Haryana: Multiple Services Through HarSamay

Haryana offers PCC, Character Certificate, Tenant Verification, Employee Verification and Domestic Help Verification through HarSamay and Saral Haryana. A Haryana government release mentioned online verification services at Rs 50 through HarSamay, while offline services through police offices were described at Rs 500. Digitally signed certificates are available for online applications.

Maharashtra Police Clearance Certificate

Maharashtra has an online Police Clearance Certificate workflow covering registration, application, fee payment, local police station verification and certificate download. A downloadable PCC form lists documents including passport-size photographs, residential proofs, school leaving certificate copy and passport copy. Mumbai and other commissionerates may have slightly different workflows, so applicants should check the portal for their jurisdiction before applying.

Chandigarh: PCC for Abroad

Chandigarh Police has a specific PCC for Abroad route for applicants within India. The service page states that Indians residing outside India should apply through the Indian Embassy or Consulate General. Chandigarh also offers character and employee certificate downloads through its citizen portal.

West Bengal PCC

West Bengal has a dedicated PCC portal and CCTNS-based services through Police Sohaiyota. Applicants without Aadhaar are directed to apply through their police station or police district office. Kolkata Police also has its own PCC portal covering addresses under Kolkata Police jurisdiction. Police Sohaiyota provides Character Certificate, Employee Verification, Tenant/PG Verification and Domestic Verification as separate services.

Documents for State Police Certificates

Document requirements vary by state and service type. A passport is not mandatory for most state police certificates. The standard documents requested across state portals include:

Passport-size photograph.

Identity proof: Aadhaar, voter ID, passport, PAN card or driving licence.

Address proof for the present address.

Purpose document: employer request letter, institution requirement, rental agreement or similar.

For tenant, employee and domestic help verification: details and ID proof of the requesting party (landlord, employer).

Kerala specifically requires a copy of the letter or document showing the requirement for the Certificate of Involvement / Non-Involvement in Offences, such as a job advertisement or employer request. UP Police instructions require a recent passport-size photo, identity certificate and address proof uploaded through the portal.

PCC Attestation for Use Abroad

A PCC obtained through Passport Seva is a personal document. When used for visa applications, immigration or employment abroad, it may need attestation or apostille by the MEA depending on the destination country.

For Hague Convention member countries (UK, USA, Canada, Australia, France, Oman, Bahrain and others), the PCC goes through Notary attestation, State Home Department or SDM authentication, and then MEA Apostille. The apostille is the final step.

For non-Hague countries (UAE, Qatar, Saudi Arabia, Kuwait, China and others), the PCC goes through Notary, State Home Department or SDM, MEA Attestation, and then embassy attestation at the destination country’s embassy in New Delhi. GCC countries may additionally require MOFA attestation at the destination after arrival.

Not all PCC submissions require attestation. The requesting authority determines whether attestation is needed. Check the exact document requirements of the destination country’s embassy, immigration authority or employer before arranging attestation.

Mistakes That Cause Rejections and Delays

Submitting a Character Certificate for immigration. Foreign immigration authorities, including IRCC Canada, reject Character Certificates. The correct document for immigration is the PCC issued through Passport Seva.

Applying through Passport Seva for a local job. The PCC through Passport Seva is for overseas purposes. For domestic employment, tenant checks or institutional verification, a state police certificate is the appropriate route.

Address mismatch between passport and current residence. If the passport address does not match the current address, the applicant must provide current address proof (Aadhaar with updated address). Without this, the PSK initiates fresh police verification, which adds weeks to processing time.

Entering the wrong country name. Corrections are not possible after PCC submission. If the wrong country is entered, a fresh application and fresh fee payment are required.

Applying for PCC for a tourist visa. MEA explicitly states that PCC cannot be issued for persons going abroad on tourist visa. Telangana Police also states its PCC is not applicable for visiting or tourist visas.

Poor document quality. Blurred Aadhaar scans, cropped passport pages, unreadable address proofs and mismatched photographs cause rejections at the PSK counter.

Frequently Asked Questions

Is a PCC and Character Certificate the same thing?

No. The PCC issued through Passport Seva under MEA is for immigration, overseas employment, long-term visa and residential status abroad. A Character Certificate is issued by state police for domestic purposes.
