Notary public:
For many personal documents (such as affidavits or power of attorney), the first step is notarization. A notary stamp confirms that the signature and contents are authentic and ready for state verification. This step is typically required before Home Department or Human Resource Development (HRD) attestation.
State Home Department / HRD:
The state or union territory where the document was issued must verify the document. All original documents or copies requiring attestation should first be authenticated by the notary public and designated authorities of the state or union territory. Educational documents such as degrees, diplomas and mark sheets are verified by the state HRD or education department, while personal documents such as birth, marriage or divorce certificates are handled by the Home Department. Commercial documents including invoices and certificates of origin are usually authenticated by the local Chamber of Commerce.
Sub-Divisional Magistrate (SDM) alternative:
In some cases applicants choose SDM attestation in New Delhi instead of the state Home Department. The SDM’s office issues a stamp that is accepted by the Ministry of External Affairs. This route can be faster for applicants from states where Home Department processing is slow, although it may not be accepted for all document types, particularly educational certificates.
Once the state authority has verified the document, the next step is attestation by the Ministry of External Affairs. All Indian documents must bear the signature or seal of the MEA before they can be presented to the Taiwan representative office. MEA attestation can be completed at the main office in New Delhi (Patiala House) or through its branch secretariats located in cities such as Hyderabad, Bengaluru, Chennai, Kochi, Trivandrum and Mumbai.
Official documents intended for use in Taiwan may require a Chinese translation. Taiwan representative offices in India do not provide translation services, so applicants must arrange translation themselves. Applicants should confirm translation requirements with their employer, university or receiving authority in Taiwan.
After MEA attestation, the document must be submitted to the appropriate Taiwan representative office in India. Two main offices process document authentication:
