Taiwan Embassy Attestation in India

Certificate Attestation for Taiwan

Taiwan Embassy Attestation is required for individuals and organizations who need to use Indian documents in Taiwan for purposes such as employment, higher education, business activities, or family visas. Taiwan document legalization involves verifying educational, personal, and commercial certificates so they are officially recognized by the Taiwan authorities.

The process generally includes authentication by the State authority, attestation from the Ministry of External Affairs (MEA), and final Taiwan Consulate or Embassy attestation. We provide Taiwan Embassy certificate attestation services across India including Delhi, Mumbai, Chennai, Hyderabad, Bangalore, Pune, Ahmedabad, Chandigarh, and Trivandrum for documents such as degree certificates, diplomas, birth certificates, marriage certificates, and other official records required for Taiwan.

Document Legalization for Taiwan

Taiwan Embassy Attestation is the process of authenticating educational, personal, and commercial documents issued in India so they can be used in Taiwan for employment, higher education, family visa, resident visa, business, and other official purposes. For use in Taiwan, Indian documents must first be authenticated by the designated State or Union Territory authority and then by the Ministry of External Affairs (MEA), Government of India, before submission to the relevant Taipei Economic and Cultural Office (TECO/TECC) in India.

The Taiwan representative office verifies the signature and seal appearing on the document after the required prior attestations have been completed. The office also requires applicants to submit a document authentication application form along with valid photo ID, and corporate applicants must provide incorporation documents where applicable.

Jurisdiction of Taiwan Representative Offices in India

Taiwan diplomatic missions in India have jurisdiction based on the applicant’s place of residence.

Documents originating from Andhra Pradesh, Telangana, Karnataka, Kerala, Tamil Nadu, Andaman and Nicobar Islands, Lakshadweep, and Puducherry are generally handled by the Taipei Economic and Cultural Office in Chennai.

Documents originating from Maharashtra, Gujarat, Madhya Pradesh, Goa, Dadra and Nagar Haveli, and Daman and Diu are handled by the Taipei Economic and Cultural Office in Mumbai.

Documents issued in other Indian states may be processed by the Taipei Economic and Cultural Center in New Delhi.

Applicants must apply to the office that has jurisdiction over the state where the document was issued or where the applicant resides.

Requirements for Document Attestation

Documents submitted for Taiwan authentication must meet certain conditions before being accepted.

  • All Indian documents must bear the signature or seal of the Ministry of External Affairs (MEA), Government of India, or one of its authorized branch offices.
  • Original documents or certified copies issued by the relevant authority must be presented. Photocopies without verification from the issuing authority are not accepted.
  • Applicants must complete the document authentication application form and submit a copy of valid photo identification such as passport, driving license, or voter ID.
  • If the application is submitted by an authorized representative, an authorization letter and ID proof of the agent must be provided.
  • If Chinese translation is required for the document, it must be arranged by the applicant or translator because the Taiwan office does not provide translation services.
  • For documents issued by government authorities, the original must be presented for verification. After verification, the original will be returned immediately.

Step-by-Step Taiwan Attestation Process

The process can vary slightly depending on whether the document is educational, personal or commercial, and on which state it was issued. Below is a general sequence based on TECC and MEA requirements.

1. Local Notary & State Attestation (Home / HRD / Chamber)

Notary public:
For many personal documents (such as affidavits or power of attorney), the first step is notarization. A notary stamp confirms that the signature and contents are authentic and ready for state verification. This step is typically required before Home Department or Human Resource Development (HRD) attestation.

State Home Department / HRD:
The state or union territory where the document was issued must verify the document. All original documents or copies requiring attestation should first be authenticated by the notary public and designated authorities of the state or union territory. Educational documents such as degrees, diplomas and mark sheets are verified by the state HRD or education department, while personal documents such as birth, marriage or divorce certificates are handled by the Home Department. Commercial documents including invoices and certificates of origin are usually authenticated by the local Chamber of Commerce.

Sub-Divisional Magistrate (SDM) alternative:
In some cases applicants choose SDM attestation in New Delhi instead of the state Home Department. The SDM’s office issues a stamp that is accepted by the Ministry of External Affairs. This route can be faster for applicants from states where Home Department processing is slow, although it may not be accepted for all document types, particularly educational certificates.

2. Ministry of External Affairs (MEA) Attestation

Once the state authority has verified the document, the next step is attestation by the Ministry of External Affairs. All Indian documents must bear the signature or seal of the MEA before they can be presented to the Taiwan representative office. MEA attestation can be completed at the main office in New Delhi (Patiala House) or through its branch secretariats located in cities such as Hyderabad, Bengaluru, Chennai, Kochi, Trivandrum and Mumbai.

3. Translation (If Required)

Official documents intended for use in Taiwan may require a Chinese translation. Taiwan representative offices in India do not provide translation services, so applicants must arrange translation themselves. Applicants should confirm translation requirements with their employer, university or receiving authority in Taiwan.

4. Submission to TECC (Taiwan Consular Office)

After MEA attestation, the document must be submitted to the appropriate Taiwan representative office in India. Two main offices process document authentication:

  • TECC New Delhi: Responsible for documents issued in many northern and western states including Maharashtra, Gujarat, Madhya Pradesh, Goa, Daman and Diu, and the union territories of Dadra and Nagar Haveli.
  • TECC Chennai: Handles documents issued in South Indian states such as Andhra Pradesh, Telangana, Karnataka, Kerala and Tamil Nadu, as well as Andaman and Nicobar Islands, Lakshadweep and Puducherry.

Applicants must complete the document authentication application form and submit a copy of valid photo identification such as a passport, driving licence or voter ID. Corporate applicants may also need to provide a certificate of incorporation. If an agent submits the documents on behalf of the applicant, an authorization letter or power of attorney and the agent’s photo ID must be included.

5. Consular Verification & Stamping

The Taiwan representative office verifies the seals from the state authority and the Ministry of External Affairs to ensure the document meets Taiwan’s authentication requirements. For certain documents such as power of attorney or inheritance declarations, the applicant may need to appear in person before a consular officer to sign the document. After verification, the office places its official authentication stamp on the document, completing the legalization process required for use in Taiwan.

Documents That Require Taiwan Embassy Attestation in India

Taiwan Embassy attestation is required for documents issued in India that need to be legally recognized in Taiwan for purposes such as employment, higher education, immigration, family visa, or business activities. Before documents can be submitted to the Taiwan Embassy or Taipei Economic and Cultural Office (TECO), they must first be authenticated by the designated State authority and the Ministry of External Affairs (MEA), Government of India.

The Taiwan document legalization process confirms the authenticity of the issuing authority, signatures, and official seals on documents before they are accepted by Taiwanese authorities. Documents generally fall into three major categories: educational documents, personal documents, and commercial documents.

➤ A. Educational Certificates That Require Taiwan Embassy Attestation

Educational documents are required when applying for employment, work permits, higher education, or professional licensing in Taiwan. These documents must first be authenticated by the State HRD or Education Department, followed by MEA attestation, and finally Taiwan Embassy attestation.

➤ Documents That Do Not Require Taiwan Embassy Attestation

Some documents may not require Taiwan Embassy attestation if they are not intended for official use in Taiwan or if they fall under other authentication processes.

Document CategoryExamplesAuthorityAuthentication Path
Educational Records (for domestic use)Internal transcripts, training certificatesIssuing institutionNot required
Local Administrative DocumentsLocal certificates used only in IndiaLocal authorityNot required

However, if these documents are intended for use in Taiwan, they must undergo the complete legalization process through State authority, MEA, and Taiwan Embassy authentication.

Power of Attorney, Letter of Authorization, and Disclaimer of Rights to Inheritance

Power of Attorney, Letter of Authorization, and Disclaimer of Rights to Inheritance are treated differently from other documents during the Taiwan authentication process.

To attest these documents, the applicant must appear personally before the Taiwan representative office in India with a valid passport or identification document and sign the document in front of the consular officer.

These documents are specifically excluded from the usual “local authority of origin first” verification facilitation rule, meaning they must be signed directly in the presence of the Taiwan consular authority rather than being pre-authenticated through local government offices.

How Long Does Taiwan Attestation Take?

  • State authentication: Processing times vary by state and usually take about 1–2 weeks. Document verification may take longer during peak periods.
  • MEA attestation: When submitted through an authorised agency, normal attestation is typically completed within 2–4 working days depending on the volume and the service provider.
  • TECC Chennai: Normal service takes around 5 working days, while express service takes about 3 working days. Additional document requirements may extend the processing timeline.
  • TECC Delhi & Mumbai: Both offices generally process documents within 3–5 working days after submission. Exact timelines depend on workload, and applicants must collect documents during the designated collection time.
