➤ Step 1: Notarization (Where Required) + State-Level Authentication
All Indian documents must pass through state-level authentication before MEA will apostille them. The correct authority depends on document type. Personal documents (birth certificate, marriage certificate, PCC / police clearance, death certificate, divorce certificate): Attested by the State Home Department or General Administration Department (GAD) of the issuing state. Delhi-issued documents may use SDM attestation as an alternative.
