Most eligible Indian public documents now receive an MEA Apostille for use in Saudi Arabia. An Indian degree can also require a Saudi qualification check for employment, a work permit or professional registration.
This guide explains the current requirements for Indian degrees, diplomas, marriage certificates, birth certificates, police clearance certificates (PCCs) and company documents without repeating the old Saudi Embassy attestation procedure as a requirement for every certificate.
What Is the Saudi Attestation Process from India?
For an Indian public document covered by the Hague Apostille Convention, complete the required Indian verification and obtain an MEA Apostille. Routine Saudi Embassy legalisation is no longer the standard requirement for that document. If the document is a degree, the Saudi employer or authority can also ask for Mosadaqa, HRSD Professional Verification, Saudi Council of Engineers registration or SCFHS verification. These are separate Saudi checks; they are not extra Apostille stamps.
Start with the written request from the Saudi employer, university, visa office, government department or professional body. It should identify the document and the Saudi check required after the Indian Apostille.
Does Saudi Arabia Accept an Indian Apostille?
Yes. Saudi Arabia joined the Hague Apostille Convention on 8 April 2022. The Convention took effect for Saudi Arabia on 7 December 2022. India has used the Convention since 2005. The official HCCH status table lists both countries.
An Apostille issued by the Indian Ministry of External Affairs confirms the official signature, seal and capacity shown on an Indian public document. For a covered document, it replaces the old need to legalise the same signature again at the Saudi Embassy or Consulate.
An Apostille does not confirm a person’s academic level, study method, professional ability or eligibility for a Saudi job. Those points are checked by the Saudi education, labour or professional authority when the purpose requires it.

Degree Certificate Attestation for Saudi Arabia from India
An Indian degree used for a Saudi job often needs more than one type of check. The Apostille confirms the Indian signature and seal. A Saudi qualification check confirms that the university issued the degree and can also review the study method, programme and academic records. A professional body then decides whether the applicant meets its registration rules.
- Read the Saudi request: Check the job title, visa profession and exact qualification named by the employer or Saudi authority.
- Check the awarding university: Use the university printed on the final degree, not only the affiliated college where classes were attended.
- Complete Indian verification: Use e-Sanad when the issuing university and record are supported. Otherwise, complete the university, Education Department, HRD or other state verification required for that certificate.
- Obtain the MEA Apostille: The Ministry of External Affairs adds the Indian Apostille after the required verification.
- Complete the Saudi qualification check: Submit through Mosadaqa or the professional-verification system named in the Saudi request.
- Apply to the professional body: Engineers, healthcare workers, accountants and other regulated professionals must meet the rules of their Saudi regulator.
Saudi degree attestation from India is not simply “HRD, MEA and Saudi Embassy.” For an eligible Indian degree, the legal document step is MEA Apostille. Saudi academic and professional checks are completed separately when the job or authority requires them.

What Is Mosadaqa Certificate Verification for Saudi Arabia?
Mosadaqa is the Saudi online service for checking educational certificates issued outside Saudi Arabia. The Saudi Ministry of Education and Cultural Mission contact the awarding institution and ask it to confirm the certificate and academic information. The applicant can submit and track the request online without visiting the Cultural Mission.
The official Mosadaqa website lists diploma, bachelor’s, higher diploma, master’s and PhD certificates. India is listed under the Saudi Cultural Mission coverage in the service guide. The service guide shows three possible results: verified, verified with a note or not verified.

The live portal can request more records for a particular institution or degree. Upload clear, complete files and use the awarding university’s correct name. The university can also charge its own verification fee.
Saudi Qualification Verification for Jobs and Work Permits
Saudi Arabia now checks academic qualifications more closely against the occupation and skill level listed on a foreign worker’s permit. The Ministry of Human Resources and Social Development completed the country coverage of its Professional Verification service in January 2025, extending the service to 160 countries.
Under the Saudi work-permit skill categories, qualification verification mainly applies to non-Saudi workers in management, professional, technical and associate-professional roles. The review checks whether the worker’s qualification and experience match the proposed occupation. Many other skilled occupations may require practical and theoretical skills tests.
The employer should confirm the profession entered in Qiwa and check the verification notice shown for the worker. A degree title that does not match the proposed Saudi occupation may affect the work-permit classification, even when the degree is genuine and Apostilled.
Indian Engineering Degree for Saudi Council of Engineers Registration
An engineer employed under an engineering profession in Saudi Arabia must complete the relevant requirements of the Saudi Council of Engineers. The Council’s professional-accreditation service reviews academic, professional and identity records for the engineering category requested.

An MEA Apostille does not automatically create SCE membership. Complete the Indian document work first, then follow the registration requirements shown by SCE and the Saudi employer.
Indian Medical and Nursing Qualifications for Saudi Arabia
Doctors, nurses, pharmacists, dentists and allied-health professionals must follow the requirements of the Saudi Commission for Health Specialties. Professional classification and registration are handled through Mumaris+.
SCFHS requires official qualifications, academic records and the verification result issued by its approved verification company for qualifications earned outside Saudi Arabia. When classification is based on a bachelor’s degree, that degree must be verified. When classification is based on a postgraduate qualification, the higher qualification must be verified according to the Commission’s current rules.

Is Saudi Degree Equivalency the Same as Attestation?
No. The Saudi Ministry of Education provides a separate service for the equivalency of university qualifications earned outside Saudi Arabia. The assessment considers the institution, programme, previous qualification, study attendance, residence in the country of study and transferred credits under the Ministry’s published rules.
The service states that at least 75% of the degree requirements should be completed at universities or colleges accepted by the committee. A student who transferred to the awarding institution must complete at least 25% of the graduation requirements there. The application may also require the degree, transcript, passport, earlier study records and transfer-credit records.
Saudi degree equivalency is not required for every Indian employee. Apply only when the Saudi Ministry, employer, university or another receiving authority specifically requests an equivalency decision.
Personal Document Apostille for Saudi Arabia from India
Indian personal documents are used in Saudi Arabia for family, civil, immigration and legal purposes. Common documents include:

Do not use the same attestation route for every company document. Send the complete document and the Saudi recipient’s written requirements for a document-specific check.
MEA Apostille and e-Sanad for Saudi Arabia
e-Sanad is the Indian Ministry of External Affairs system for online verification, attestation and Apostille of supported personal, educational and commercial documents. The issuing authority must be connected to the system, and the document record must be available in its digital repository.
A certificate available in DigiLocker is not automatically eligible for e-Sanad. Check the current e-Sanad list for the issuing authority and document type. The official list includes many Tamil Nadu universities and public authorities.
When e-Sanad does not support the record, complete the required physical university, state, notarial or Chamber verification and submit the document through an MEA-listed service provider or collection centre. MEA does not legalise a standard photocopy.

How Long Does Saudi Attestation Take in India?
The processing time depends on the document and the checks required. MEA Apostille is only one stage. University verification, state authentication, missing transcripts, name corrections or Saudi qualification checks may take longer than the Apostille process.
Mosadaqa states that completion mainly depends on the educational institution’s response and the accuracy and clarity of the submitted records. Saudi HRSD has stated that its Professional Verification service can take up to 15 working days. Professional bodies follow their own review timelines.

Common Saudi Attestation Mistakes
- Paying for the old Saudi Embassy process without checking Apostille: Saudi Arabia has accepted Apostilles since 7 December 2022.
- Calling Mosadaqa an Apostille: Mosadaqa verifies the qualification with the educational institution; it is not an Indian document stamp.
- Submitting only the final degree: Saudi verification may also require the transcript, previous qualifications, transfer-credit records and consent.
- Entering the college instead of the awarding university: Use the institution that legally issued the degree.
- Ignoring the Saudi job title: The qualification and experience should match the occupation used for work-permit verification.
- Stopping after Apostille for a regulated profession: Engineers and healthcare professionals must still complete the requirements of the relevant Saudi professional body.
- Assuming every DigiLocker file works through e-Sanad: The issuing authority and document type must be connected to e-Sanad.
