Do You Actually Need a UAE Equivalency Certificate?
Not every UAE job, visa, university application or professional licence asks for the same academic document. The request may be for MoHESR Qualification Recognition, an MoE school equivalency certificate, degree attestation, primary-source verification or an employer’s own check.
This guide helps you identify the correct requirement before you pay for or begin the wrong service.
Is UAE Equivalency Mandatory?
UAE equivalency is not mandatory for everyone. You need an equivalency certificate or recognition report only when the authority reviewing your application asks for it.
Higher Education Qualifications
MoHESR Qualification Recognition covers bachelor’s, master’s and doctoral qualifications issued outside the UAE. It may be requested for certain jobs, university admissions, visa categories or professional applications.
General Education Certificates
The UAE Ministry of Education handles Grade 12 certificate equivalency and school transfer certificate equivalency. The correct service depends on where the certificate was issued and the student’s grade.
Before applying: Ask the employer, university or licensing authority to confirm the required document in writing. “Equivalency” may refer to qualification recognition, school certificate equivalency, degree attestation or primary-source verification.
Understanding UAE Education Verification Types
People often use “MOE equivalency” to describe any education check in the UAE. However, official services depend directly on your document type and where it was issued:
- Grade 12 Diplomas: Handled by the Ministry of Education (MOE). Use CertEquivalent for private schools inside the UAE, or CertEquivalent-Out for high school certificates from abroad.
- School Student Transfers: Managed through CertEquivalentMove for students moving from abroad (Grades 2–11). For transfers inside the UAE, CertEquivalentMoveInside covers academic transfers for Grades 9–11, or Grades 2–11 for job requirements.
- University Degrees: Handled by the Ministry of Higher Education and Scientific Research (MOHESR) under Qualification Recognition. This process requires degree verification through partners like DataFlow or QuadraBay before applying.
- Professional Licences: Healthcare and regulatory authorities (such as DHA, DOH, or MOHAP) require primary-source background checks or degree attestations rather than a school equivalency.
Identifying your exact document type first prevents delays, wrong portal submissions, and unneeded application fees.
Start with the Certificate You Hold
| Your Certificate or Request | Service to Confirm | Responsible Body |
|---|---|---|
| Bachelor’s, master’s, or doctorate degree awarded outside the UAE | Qualification Recognition (Foreign Higher Education Degree) | UAE Ministry of Higher Education and Scientific Research (MOHESR) |
| University qualification awarded in the UAE | Degree Attestation or Digital Verification (Automatic QR where applicable) | MOHESR |
| Grade 12 certificate issued outside the UAE | Equivalency Certificate for General Education from Abroad | UAE Ministry of Education (MOE) |
| Grade 12 certificate issued by a school in the UAE | General Education Certificate Equivalency (Private/Foreign Curriculum) | MOE |
| School class-transfer certificate issued outside the UAE | Equivalency of Class Transfer Certificates Issued Outside the UAE | MOE |
| Grades 9–11 from a UAE school following a foreign curriculum | Equivalency of Class Transfer Certificates Issued Within the UAE | MOE |
| A document that only needs legal authentication | Certificate Attestation or Legalization | Issuing Country Authorities, UAE Embassy abroad, and/or UAE MOFA |
| Qualification submitted for a licensed or regulated profession | Professional Registration, Primary Source Verification (PSV), and Licensing Assessment | Relevant Licensing Authority or Regulator (e.g., DHA, MOHAP, DoH, SOE) |
This table outlines general service pathways. Always confirm requirements with the requesting authority or official portal before applying.
Who Asked for Your Qualification?
A private-sector employer
Qualification recognition is not required for every private-sector job. HR may ask for an attested degree, a recognized qualification, or an internal background check. Ask your hiring team for the exact checklist required for your role or work permit.
A government or semi-government employer
Formal qualification recognition is often required when a foreign degree determines job placement, salary grade, or academic level. Check your offer letter or onboarding guide to confirm which document is accepted.
A professional licensing authority
Healthcare, teaching, engineering, and other regulated fields have specific registration rules. For example, healthcare licensing requires primary-source verification (PSV) and exam evaluation. A professional license is separate from a MOHESR Qualification Recognition report.
A UAE university
University admissions teams may evaluate previous credentials internally or request official school equivalency or higher education recognition. Always check the official admissions checklist for your specific degree program.
An immigration or Golden Residency authority
Document requirements vary by visa category. Official ICP rules for certain talent pathways require an attested or equalized degree, but requirements differ depending on the category and emirate. Follow the official checklist for your specific visa type.
A school or education authority
Grade 12 certificates and school transfer records fall under Ministry of Education (MOE) school services. Do not submit secondary school documents under foreign higher education qualification recognition services.
UAE Equivalency for Grade 12 and Indian School Certificates
Grade 12 equivalency is separate from university-degree recognition. It is administered through the UAE Ministry of Education’s (MOE) General Education Certificate Equivalency service.
This applies to students holding:
- CBSE Grade 12 certificates
- CISCE or ISC certificates
- Indian State Board higher-secondary certificates
- NIOS certificates
- Technical or vocational secondary qualifications
- Other non-UAE school-leaving certificates
The Ministry evaluates the curriculum, certificate level, prior academic records (including Grades 10 and 11), and mandatory board attestations. Technical, vocational, British, American, IB, and other international curricula are subject to specific curriculum conditions.
An Indian university-degree Recognition Report cannot replace Grade 12 school-certificate equivalency when requested by a UAE university or official body.
Are Embassy Genuineness Letters and Travel Reports Still Mandatory?
Older UAE equivalency instructions commonly included an embassy genuineness letter and an ICP or GDRFA entry-exit travel report. These should not be treated as universal requirements under the present verification-first procedure.
The current process relies on primary-source qualification verification through an official MOHESR-authorized partner. Additional evidence can still be requested if the Ministry requires clarification regarding the qualification, institution, program, or study mode.
Recommended Approach:
- Follow the current MOHESR application workflow.
- Initiate verification through an authorized MOHESR provider (e.g., DataFlow, QuadraBay).
- Upload the required academic and identity documents (Degree Certificate and Passport).
- Provide supplementary documents only if explicitly requested by the Ministry or verification partner.
Procuring an embassy letter or travel report without an official request can add unnecessary cost and delay without addressing your specific recognition requirement.
Can You Apply for MOE Grade 12 Equivalency Without an Emirates ID?
Yes. Holding an Emirates ID is not mandatory to initiate or complete a Grade 12 equivalency application through the UAE Ministry of Education (MOE). Non-residents, international students, and applicants living outside the UAE can apply prior to obtaining UAE residency.
How Non-Residents Register and Apply
- Passport Verification: Applicants without a resident visa or Emirates ID use a valid international passport as their primary identity document on the official MOE service portal.
- UAE PASS Account Setup: Non-residents can register for a UAE PASS account using their international passport via face-verification or standard portal authentication without needing a resident ID card.
- Offshore Processing: The complete application—from document submission to paying the MOE service fee—is conducted online, allowing applicants to receive their digital Grade 12 Equivalency Certificate before arriving in the UAE.
Required Documents for Non-Resident Applicants
If you do not have an Emirates ID, prepare the following core documents for the MOE portal:
- Clear copy of your valid international passport (showing main details and photo page)
- Grade 12 final board certificate / school leaving certificate
- Official mark sheets / transcripts for Grades 10, 11, and 12
- Complete attestation chain (issuing education board, home-country Ministry of Foreign/External Affairs, and UAE Embassy abroad)
- Legal Arabic translation if original records are in a language other than English or Arabic
If you are applying for university admission, a teaching license, or school enrollment from outside the UAE, starting your MOE Grade 12 equivalency early using your passport helps avoid onboarding delays.
Is Degree Attestation Required Before UAE Equivalency?
Degree attestation and MoHESR qualification recognition (formerly known as degree equivalency) are two separate verification processes.
Under current Ministry of Higher Education and Scientific Research (MoHESR) guidelines—and confirmed by authorized verification partners such as VFS Global—attestation is not required for the initial qualification-verification stage. Applicants only need to upload clear, scanned copies of their original academic documents. A certified legal translation is only mandatory if the original documents are not issued in Arabic or English.
This marks a major update from legacy procedures, where applicants were routinely told to complete a full 7-step attestation chain prior to submission:
- HRD or State Education Department authentication
- Ministry of External Affairs (MEA) attestation / Apostille
- UAE Embassy attestation in the home country
- UAE Ministry of Foreign Affairs (MoFA) digital attestation
- University genuine study / genuineness letter
- Immigration entry and exit movement report
- Final qualification recognition application
This multi-step chain should no longer be treated as a universal prerequisite for MoHESR qualification recognition.
When Might Attestation Still Be Required?
Although MoHESR verification does not require attestation, an attested degree certificate may still be requested separately by third parties, including:
- Specific corporate HR policies or employer onboarding checklists
- UAE work permit and employment visa processing
- Professional licensing boards (e.g., healthcare or engineering regulators)
- University admission departments for internal record verification
- Other government agencies requiring a legalised public document
If your employer or authority requires standard attestation, Indian academic degrees must follow the relevant home-country authentication steps followed by UAE digital attestation. Learn more in our dedicated guides to degree certificate attestation and UAE Embassy and MoFA digital attestation.
